Lessons in disaster preparedness

As this story in the NY Times makes clear, the local, state, and federal governments could all take lessons in disaster preparedness from many New Orleans residents who refuse to be evacuated. For example, take one Emily Harris, who "has food and water for a year, gasoline, a canoe and a dog for protection." Her preparedness doesn't stop there:

"I haven't even run out of weed yet," she said.
